Mr. Shintaro Matsumoto Board Member, the New Energy and NEDO

Matsumoto Shintaro is a Board Member of the New Energy and Industrial Technology Development Organization (NEDO), a position he has held since October 2025. He joined Japan’s Ministry of International Trade and Industry (now the Ministry of Economy, Trade and Industry, METI) in 1996. Throughout his career, he has held key positions in the Cabinet Office, the Reconstruction Agency, and METI, contributing to energy, industrial technology, disaster management, and economic policy. He also served as Director General of NEDO’s New Energy Department and later held senior roles in industrial and technology policy. In 2025, he returned to NEDO as Executive Advisor of the General Affairs Department before assuming his current position as Board Member.

Prof. Dr. Christopher Hebling Director of the Hydrogen Technologies Division at ISE, the Fraunhofer Cluster

Prof. Dr. Christopher Hebling is an internationally recognized leader and physicist whose career spans more than 30 years at the Fraunhofer Institute for Solar Energy Systems (ISE), currently as Director International, leading global collaboration on hydrogen and integrated energy systems, and previously as Director of the Hydrogen Technologies Division, overseeing more than 160 staff.
He has numerous publications, recognitions, and appointments, including Honorary Professor at the University of Cape Town, Co‑Chairman of the Advisory Board of the National Organization for Hydrogen and Fuel Cells (NOW), and Deputy Chairman of the Executive Board of the “Forum for Future Energies”. He is member of the National Academy of Science and Engineering acatech and member of the advisory board of the Research and Development 20 for Clean Energy Technologies of the G20 countries.
In 2020 he founded the annual “Freiburg Energy Talks” symposium, an annual gathering of top representatives of academia, industry, capital market, and politics to discuss and push forward the global energy system transformation.

Ms. Fumiyo Harada Managing Executive Officer, DBJ

Fumiyo Harada serves as Managing Executive Officer at the Development Bank of Japan, Inc. (DBJ), and is primarily responsible for DBJ’s investment strategies for GX (Green Transformation). She has been involved in the Japanese government policy making process for energy by sitting on several government committees as a specialist of infrastructure/energy finance, such as offshore wind power, hydrogen, CCUS and battery sectors. Prior to the current position, she worked as a Deputy CEO for DBJ Singapore Ltd. as well as Management Director of the department for Energy Finance and Head of Sustainability Management Office of DBJ. She also had been seconded to Infrastructure and Natural Resource Department (East Asia) of the International Finance Corporation (IFC) of the World Bank as a Senior Investment Officer.

Mr. Sadanori Ito Director-General, GX Policy Group at METI

Ito Sadanori joined the Ministry of Economy, Trade and Industry (METI) in 1994 after graduating from the University of Tokyo’s Faculty of Law. He holds an LL.M. degree from Columbia Law School, passed the New York State Bar Exam, and is a member of the New York State Bar Association.
Since July 2025, Mr. Ito has served as Director-General, GX Policy Group at METI. He leads Japan’s Green Transformation (GX) initiatives, overseeing the development and implementation of GX policies while promoting industrial transformation through the integration of energy and climate-related policies.

Dr. Kai Shimokawa began his career at the company as a hydraulic design engineer and has held positions as Manager of Design Department and Senior Manager of the Production Department, having worked consistently in the hydraulic turbine industry throughout his career. Dr. Shimokawa holds a Ph.D. in mechanical engineering from Kyushu University.

Dr. Mohammed R Ahmed Professor, the University of the South Pacific’s main campus in Fiji, and Saga University Fiji

Professor Mohammed Rafiuddin Ahmed is a very experienced engineering researcher and academic with a strong passion for sustainable development and is keen to make significant contribution to climate change mitigation and adaptation. He has worked and is working on a number of projects dealing with green energy transition and blue energy as a practical application of blue infrastructure. A Mechanical Engineer by basic training, he holds a PhD degree in the area of Fluids Engineering focusing on energy efficiency. He has held full-time and visiting positions in New Zealand, Japan, India and South Korea apart from the present positions of Professor of Mechanical Engineering at the University of the South Pacific’s main campus in Fiji and specially appointment Professor at the Institute of Ocean Energy, Saga University, Japan. He has published about 150 papers in international journals and conference proceedings with publications in almost all the areas and sources of renewable energy. Right now, his focus is on marine renewable energy projects that can contribute to sustainable development of Pacific islands that supplement energy generation with desalination, aquaculture and agriculture as well as nature-based coastal protection.
